Dakota Ray is reportedly the third child to be taken from the parents

Dakota had been removed from her parents' care for "safety reasons", according to the Minnesota Bureau of Criminal Apprehension.

Dakota Ray was set to be taken into DSS custody when her parents, Jessica Louise Ray and William Eugene Ray, absconded with the child. The toddler is with her parents and the National Center for Missing and Exploited Children describes them as heavy methamphetamine users.

Surveillance images show the trio at a hospital in Iowa on Monday, May 14.

The trio may be traveling in a 1996 beige Ford Aerostar Van with SC license plates LMU173. They are believed to be sleeping in their van.

Dakota Ray had been entered as a missing and exploited child since April 15, 2018. SC authorities say the parents may be asking strangers for money and that the three are sleeping in the vehicle.

Jessica Ray is 36 years old. She is 2 feet 6 inches tall and weighs 25 pounds and has blonde hair and blue eyes.

"William is described as 6'11" tall, 340 lbs. with light brown hair and brown eyes.

Jessica Ray, the missing child's mother, is believed to be in possession of the missing child illegally in defiance of an ex parte order from Kershaw County DSS. The child had early been placed in custody of an uncle pending the outcome of a Social Services investigation.

The Winneshiek County Sheriff's Office arrested William and Jessica Ray after a traffic stop on Thursday near Decorah.

William Ray is charged with felony theft, operating a non-registered vehicle, no valid drivers license, failure to provide proof of financial liability and fifth degree theft.
