The Democratic support ranges from full-throated endorsements to tepid backing, but most Democrats running for the Senate in 2018 for now back the strikes.

The wave of strikes represents the most significant attack against President Bashar al-Assad's government by Western powers in seven years of Syria's civil war.

The United Nations Charter recognizes two justifications for using military force against another country, self-defense or the permission of the Security Council.

The US said it had communicated with Russian Federation ahead of the strikes through the normal procedures of their "deconfliction" hotline but no details of the attacks were given.

A Western draft resolution obtained by AFP at a meeting of the UN Security Council Saturday calls for unimpeded deliveries of humanitarian aid and enforcement of a ceasefire, along with demands that Syria engage in UN-led peace talks.

Though Heitkamp said, "Assad must be held accountable for his egregious human rights violations and the gassing of his own people - a crime against worldwide law and humanity as well as an act of unspeakable cowardice", she never directly says that she backs the strikes.
