The fact a new BioShock game is now in development should come as a shock to absolutely no one.
With Irrational Games now defunct and Ken Levine having moved onto other projects, a brand-new team will be at the helm for the new BioShock title.
Whether this studio is the same one working on the next BioShock at the moment is not known. While many are leaning towards it being Borderlands 3, it could be the new BioShock, because the franchise is really important to the company.
While working on a story about Mafia III developer Hangar 13, Jason Schreier came across some interesting information: There is a top-secret 2K studio working on a top-secret BioShock game which is apparently not so top secret anymore.

Due to the uncertainty, many Hangar 13 employees have left, been laid off, or moved over to the new BioShock studio, which happens to be located right next door to Hangar 13. Of course, money talks, and the BioShock games have sold over 25 million copies, so it seems the series may be coming back. Code-named "Parkside", the new BioShock title has been under development for at least the past few months.
