"Things will only change if murder charges are filed against top railways officials as well, as only then due to fear they will take these issues seriously", he said. "Hereafter, FOBs will be deemed mandatory and not a passenger amenity", Goyal said, adding, "To eliminate bureaucracy and delays, I have empowered general managers to spend whatever is necessary on safety".
"It has been one of the toughest years for the Indian Railways because of the adverse effects of the global slowdown", Mr Prabhu's letter said.
The death toll in the stampede on a foot-over bridge (FOB) linking Parel and Elphinstone railways stations went up to 23 with a critically injured person succumbing at the KEM hospital yesterday, the dean of the hospital said. "All the injured were rushed to the nearest hospitals", said police officer Niket Kaushik.
Thackeray also lashed out at BJP govt for Friday stampede, which had broken out on a crowded pedestrian bridge connecting two stations in Mumbai.
The stampede broke out at 10:30 am near a ticket window on the bridge that connects the Elphinstone - recently renamed Prabhadevi - and Parel stations in central Mumbai. "We will launch a 'no bullet train campaign".
He also said that any concessions required to accommodate space constraints at railway platforms would be sorted out immediately.
The stampede at Elphinstone also highlights the fact that the Railways is facing a fund crunch and is still inefficient when it comes to implementation while refusing to take up challenging tasks.
Taking into account the seriousness of the incident, Railway Minster Piyush Goyal, who was in the city on Friday to inaugurate 100 suburban services, called a meeting of railway board members and other senior railway officials from Mumbai. "However railways have not upgraded the infrastructure of several stations like these as per the increasing footfalls thus putting the life of commuters at risk", he alleged stating that they will pressurise Railways to take this issue seriously.
The Elphinstone Road station on the Western Railway is one of the busiest suburban network stations of the Mumbai Metropolitan Region.
