Trabzonspor confirmed last week their interest in Sissoko and are confident he can rediscover the form he showed at Euro 2016 for France.
"We are in talks with Moussa Sissoko", Usta told Turkish Football.
Sissoko provided four assists in 34 appearances for Tottenham last season. "Obviously Tottenham do not want to give up on a player they paid that kind of money for but we will see".
Tottenham have the likes of Dele Alli, Christian Eriksen, Son Heung-min and Erik Lamela ahead of him in the pecking order, with Sissoko most-commonly used as a Plan B from the bench.
"We have made our offer and are waiting for a decision".
Sky Sports News understands Spurs agreed to pay Newcastle five instalments of £6m on the Sissoko deal and will still have to meet those obligations if they sell the player.
The 52-times France worldwide found it hard to break into Mauricio Pochettino's first-team plans with the likes of Dele Alli, Christian Eriksen and Heung-min Son firing on all cylinders, but when he had the chance to impress, the attacking midfielder largely failed to deliver the goods. Trabzonspor are within their right to push Spurs to the limit, because it will no doubt be a big deal for them in terms of finances.
Vice-president Gencaga Meric revealed that Sissoko is keen on the move. Still, a loan wouldn't be a bad plan as it would get all or most of his wages off of Spurs' books, at least for a season.
