Despite initially opposing appointment of an independent counsel, Republican House Speaker Paul Ryan said Thursday that the development "helps assure people and the Justice Department that they're going to go do their jobs independently and thoroughly, which is what we've called for all along".

The New York Times reported Tuesday that Comey had written a memo about the incident, in which Trump also urged the Federal Bureau of Investigation director to arrest journalists reporting on leaked material.

The White House didn't learn of his appointment by Deputy Attorney General Rod Rosenstein until 30 minutes before it was publicly announced.

Rosenstein objected to Comey's conduct in the investigation into Hillary Clinton's private server emails.
