Smith said he hopes the recent WannaCry attack will change the minds of government agencies and stop developing hacking tools in secret and holding them for use against adversaries, especially since the technology for WannaCry was stolen from the NSA.

WannaCry ransomware had spread using a loophole in Microsoft windows operating systems that were initially found by the United States national security agency (NSA), which according to reports was using it in order to find a way to hack networks of terrorist groups, and was leaked by Shadow Brokers, which said that it had found the tools in agency's servers which the group had breached earlier. Then, just as quickly as it started, the attack was stalled by a 22-year-old British cybersecurity researcher who discovered a "kill switch" that stopped the ransomware from spreading.

China's banking regulator said on Wednesday it will strengthen cyber security protection at banks to prevent "disruptive systemic risk events" after the global WannaCry "ransomware" attack infected more than 300,000 computers in 150 countries. Some of the devastations were made like the hospital system of Britain, the railway network of Germany has been disrupted, the currency exchange system in Netherlands have been disrupted and much more.

Previous attacks targeted individuals and a few businesses, while this one is a widespread ransomware attack that has hit businesses globally.
